In Bihać, an expert group in charge of drafting bylaws within the Program of Secondary Prevention in primary schools of the USC has started working.
As part of the implementation of the “Program of Secondary Prevention focused on the identification and protection of children from risk factors in primary schools in the USC and Hercegbosna County”, an expert team appointed by the Ministries of Education, Science, Culture and Sports of Una-Sana Canton has started working in Bihać .
This group consists of experts from the Ministry of Education: Albijana Trnavci, Secretary of the Ministries, Adnan Kreso, Assistant Cantonal Minister for Preschool and Primary Education; Adela Tabaković, B.Sc. lawyer and Una Redžić, Master of Social and Economic Sciences.
Under the expert guidance of prof. Dr. Elmedin Muratbegović, professor at the Faculty of Criminology, Criminology and Security Studies, University of Sarajevo, the expert group will work on drafting bylaws within the Program of Secondary Prevention (one for the protection of personal data of children included in the Program of secondary prevention, and the other for introduction of secondary prevention programs in the school system).

As prof. Dr. Elmedin Muratbegović pointed out, the introduction of this program and early recognition is extremely important, because the observed indicators can put a child in danger of becoming a perpetrator or victim of various forms of violence.
“Nowadays, in educational and disciplinary measures, it is obvious what comes next for unacceptable behavior, and we practically leave these children without adequate treatment or educational support. This program implies that for any reduced conduct grade, it is necessary to provide support to the child, in order for an individual support plan to help the children”, stated Muratbegović on this occasion.
The members of the expert team began their work on drafting bylaws through a detailed acquaintance with the Law on Primary and General Secondary Education, the Law on Amendments to the Law on Primary and General Secondary Education, and other, currently valid, ordinances and bylaws, relevant to their work, with the aim of better development of the planned bylaws.
The program of secondary prevention in the schools of Una-Sana Canton and Hercegbosna canton is implemented by the humanitarian organization “Genesis Project”, as a technical partner of UNICEF Bosnia and Herzegovina, and the project is implemented under the auspices of the Swedish government.
