PROJECT GOAL: The general objective of the SPIS project is to improve the social protection system for children at all levels of governance in Bosnia and Herzegovina through strengthening the SPI of the children policy framework and providing services to the families and children in need in particular to the children with disabilities.
The overall objective of the project is to raise awareness on social inclusion, children rights and intercultural dialogue by ensuring participation of children and youth, including children with disabilities in decisions affecting their livesat municipality level through programs and activities and media campaign It’s About Ability – Join Us!
It foresees two main line of intervention:
• Activity 3.4 Production of One Minute Junior Movies through which children (with and without disabilities) will advocate children rights and SPI with special focus on capabilities and rights of the children with disabilities.
• Activity 3.5 The establishment of formal links between schools and municipalities, ensuring the participation of children from the Student Councils, including children with disabilities, in the work of the Municipal SPIS Committees and facilitating dialogue among local actors and children
Proposed project is composed from following activities:
A. Activity 3.4 Production of One Minute Junior Movies
A1. Meetings with the representatives of local association of citizens specialized in working with children with disabilities and meetings with educational institutions specialized in education of children with disabilities in 12 selected local municipalities. A2. Mobilization of children (with and without disabilities) to participate in the OMJM trainings.
A3. One Minute Junior Movies trainings: children (with and without disabilities) trained (training will last 5 days) how to prepare, film and edit one-minute junior movies. Through the use of video media resources, children (with and without disabilities) will advocate children rights and SPI with special focus on capabilities and rights of the children with disabilities.
A4. Public presentations of OMJM will be organized on the end of each training, in each out of 12 targeted local municipalities.
A5. On 20th November 2014 (in honour of 25th university of Children Rights Convention) we will organize “2nd B&H festival of one minute junior movies”.

B. Activity 3.5. Activities at the School Level:
Development Capacity , Raising Awareness and Mobilizing Municipalities:
B1. Logistic and organizational meetings with the representatives of 20 targeted local communities (20 primary schools) and mapping existing capacities to address issues related to support and develop possibilities for children with disabilities.
B2. Mobilization of Student Council’s members, including children with disabilities to participate in the participation and research methodology.
B3. Creation of baseline information for action plans development.
B4. Mapping existing capacities and assessment onmain challenges/issues in regardtochildren with disabilities and analysis of the results.
B5. Prioritization of identified issues and recommendations for future practice.
B6. Development of Action Plans/Recommendations to address issues related to support and develop possibilities for children with disabilities.
B7. Mobilization of already existing capacity within municipalities that is capable to address issues related to support and develop possibilities for children with disabilities.
B8. Roundtables in municipalities to present Research Action Plans/Recommendations to the representatives of local communities (members of the participation and research methodologySupport Group, local authorities, relevant adults, local media, etc.).

The expected result(s) of the cooperation:
• Increased human and institutional capacity and raised awareness within selected municipalities on social inclusion, children rights and intercultural dialogue by ensured participation of children and youth, including children with disabilities in decisions affecting their lives at municipality level through programs and activities and media campaign It’s About Ability – Join Us!
• Activity 3.4 Production of One Minute Junior Movies through which children (with and without disabilities) will advocate children rights and SPI with special focus on capabilities and rights of the children with disabilities.
• Activity 3.5 The establishment of formal links between schools and municipalities and ensured participation of children from the Student Councils, including children with disabilities, in the work of the Municipal SPIS Committees and facilitating dialogue among local actors and children.
Project beneficiaries are:
A. Activity 3.4 Production of One Minute Junior Movies
• 120 children (with and without disabilities) who will attend OMJM trainings
• app. 350 children and adults from 12 targeted local communities present during public presentations of OMJM
• over 500 participants of “2nd B&H festival of one minute junior movies”.
B. Activity 3.5. Activities at theSchool Level:
It is expected to reach directly over 20,000 children with disabilities, youth, school professionals, parents and the representatives of municipality’s institutions.
Target region:
Herein described action will take place in 24 selected municipalities in which the mechanisms ofMunicipality Management Boards for implementation of SPIS are established. These mechanisms are designed to improve the social protection system at municipality level through strengthening the SPI of the children policy framework and capacities of social service providers, in particular to apply a needs-based and human rights based approach. Supported by these mechanisms a special focus willbe given to child participation (including children with disabilities), both throughout the participation and research methodology in schools, and through the One Minute Junior Movies. These municipalities through their institutions and CSO’s will ensure participation of children and youth, including children with disabilities in decisions affecting their lives in future. This process will be facilitated and supported by Municipality Management Boards.
